Baltimore City Continuum of Care

Baltimore City Continuum of care (CoC) is a U.S Department of Housing and Urban Development’s (HUD) Program that promotes community-wide commitment to the goal of making homelessness rare, brief, and non-recurring in Baltimore City. The CoC is organized to carry out responsibilities assigned by the Department of Housing and Urban Development’s (HUD) CoC Program and coordinates available resources and stakeholders’ efforts.

Continuum members include government agencies, organizations that serve homeless persons, people with lived experience of homelessness, funders, health and behavioral health systems, advocates, affordable housing developers, education systems, and other stakeholders interested in preventing and ending homelessness in Baltimore City.

Agencies and individuals interested in becoming members must fill out and submit a Membership Commitment Form.

Baltimore City Youth Action Board

Established in 2017, the Youth Action Board (YAB) is comprised of young Baltimoreans (ages 16-24) with lived experience of homelessness and young allies.

The board brings a wealth of diversity and knowledge around issues impacting youth and young adults experiencing homelessness in Baltimore City and is responsible for advising the Continuum of Care and the Mayor’s Office of Homeless Services on issues related to youth homelessness —with the goal of improving the quality and effectiveness of the city’s response system. In this capacity, the YAB also assists with making informed funding decisions for programs serving youth and participates in the design the homeless youth count.

Leadership

The Youth Action Board Chair is elected by YAB members and serves on the Executive Committee of the Continuum of Care Board. All YAB members are eligible to serve on the Continuum of Care’s Board, its Action Committees, and its workgroups.

Youth Homelessness Demonstration Program

YAB members are at the forefront of the planning and implementation of the Youth Homelessness Demonstration Program, an initiative that aims to prevent and end Homelessness in Baltimore City.

Baltimore City Continuum Board

The Journey Home Board was created in December 2013 to establish the priorities, strategies, and policies for the implementation of the Journey Home Plan.
Comprised of elected and appointed positions, the Continuum Board acts on behalf of the Continuum of Care (CoC) and is tasked with maintaining direction and oversight on the CoC’s mission. The Board’s responsibilities include the selection and oversight of Appointed Entities as required by the Continuum Charter and Bylaws and HUD’s processes and requirements. The Board must include representation from at least one homeless or formerly homeless constituent. The Board also has the authority to establish Continuum Committees and Workgroups, which are responsible for overseeing specific activities and strategies.

LIVED EXPERIENCE ADVISORY COMMITTEE

The Lived Experience Advisory Committee (LEAC) is one of the two CoC dedicated committees that convene individuals with lived experience of homelessness. The committee is responsible for advising the Continuum of Care and the Mayor’s Office of Homeless Services— with the goal of improving the quality and effectiveness of the homeless service system.

Leadership

The voices of people with lived experience of homelessness are critical and included in every aspect of the planning, decision-making, and activities undertaken by the Continuum of Care. Members of the LEAC sit on almost every CoC committee, including committees tasked with making decisions about funding and system-wide policies. In their capacity, members of the Lived Experience Advisory Committee have worked with the city to monitor and reform shelter policies and operations, promote affordable housing solutions, and recommend best practices on engaging people with lived experience. Six CoC Board positions are dedicated to people who have lived experience of homelessness. The LEAC Co-chairs are also members of the CoC Executive Committee.

Current Goals

Launching a Public Education Campaign

The committee will develop a communication strategy and campaign with specific actions to educate the public about homelessness in Baltimore City and in the U.S.

Building a Community of Action and Support

The committee will develop a set of actions to engage people experiencing homeless in shelters and other sites, including:

Reforming the Homeless Service System

The committee will engage and educate MOHS and provider agencies to improve the delivery of services in shelters and other parts of the system.

Advocating for Permanent Solutions to Homelessness

The committee will seek opportunities to advocate for permanent solutions to homelessness at the local, state, and national levels.

Meetings

The LEAC meets weekly on Fridays from 10:00AM to 11:30AM and is open to anyone with current or past lived experience of homelessness.
